The entrance to the sewers is behind the Cafe. Another entrance is in the forest east of the road to the Marina, but it is locked until the end of Storyline chapter 3. In the west, they are connected to the Port Sewers. The corridor is blocked by steam, which must be turned off from both sides.

where is the sewer? The sewer entrance is behind a building, along with two dumpsters. i cannot remember exactly which building, but you can easily see the sewer hole with two orange cones, and i also know that it is in the town. hope that helped!
